Why doesn’t flax bloom in bright blue?

This is the headline for the article posted by the newspaper of Verkhovna Rada of Ukraine "Voice of Ukraine", № 162 of August 30, 2016. The author Vasyl Chepurnyi reports about the problems with cultivation of flax, comprising the discriminatory 10% export duty on flax and camelina seeds.
At the moment the Verkhovna Rada of Ukraine is considering the draft law №4737 by deputy Valerii Karpuntsov, adoption of which can remove this obstacle for the development of flax industry in Ukraine.
